Stern cleat loose

I have a 2003 28TE. The stbd stern cleat is loose, very loose! Can I get some help on how to get to the underside of the cleat? I’m willing to cut a hole in the fish well but I’m not sure this will work.

Have you tried removing the rod holder box? I'm 85% certain it will get you there, and it's a lot easier than cutting fiberglass. The fuel fill hose and vent hose will probably be in the way.

Concur - the rod holder panel comes out by taking screws out around it's perimeter. Then easy to get to the cleat. I needed to get in there for sanitary hose replacement to the pump-out fitting.

On my boat there isn’t any extra room to get around the fill hose and the two vent lines make matters worse. I replaced the fill hose a couple of years ago did a lot of swearing to get the job done!

Can the hoses be disconnected? I'm sure no approach will be fun or easy.

My first plan is to approach from the rod holder panel. If I can get the fill hose off, perhaps by taking off the fill fitting from the deck to release the hose. If that looks overwhelming, I’m going to cut a window in the fish well. I’ll cover it up with the cutout or make a new piece in fiberglass. Thanks for your help. It is much appreciated!

This is exactly how we addressed replacing the fuel lines.
